Tapp was the officer of the health in the 7th arrondissement of Paris in the late 1790s; he was asked by the mayor to look into introducing vaccination into that part of the city, but instead launched an unrestrained attack on what he saw as "une pure charlatannerie". This is recounted in Franc̦ois Colon, 'Histoire de l'inoculation et des progrès de la vaccine en France', Paris : Le Normont, 1801
